The Department of Justice has decided to extend the application deadline for the Fiscal Year 2019 Coordinated Tribal Assistance Solicitation (CTAS) from 9 p.m. EST on Tuesday, Feb. 26, 2019 to 9 p.m. EST on Tuesday, March 12, 2019.

This extension provides applicants an additional two weeks to apply. Applications submitted after 9 p.m. EST on March 12, 2019, will not be considered for funding.

The decision to extend the deadline was based on careful examination and consideration of a number of factors determined to have prohibited and/or delayed would-be applicants from completing and submitting high-quality application packages. Included among those factors is the partial federal government shutdown and a number of inclement weather days, both in Washington, D.C., and throughout the country.

Registration in GMS:

Those applicants who have not registered in the Grants Management System (GMS) are strongly encouraged to do so within the next 48 hours. For technical assistance with submitting an application, the GMS Support Hotline is available at 888-549-9901, option 3, or via e-mail at GMSHelpDesk at usdoj.gov. The GMS Support Hotline is operational 24/7.

CTAS program offices have received a number of questions regarding application requirements on three specific topics the Department believes require clarification:

1) Is the timeline required to be in the purpose area narrative?

Yes, the timeline is required to be a part of the purpose area narrative for each purpose area that an applicant applies for. However, in an effort to maximize application space, applicants are able to use a smaller font (no smaller than font size 9) for their timeline and/or submit an abbreviated version of their timeline in the narrative, as well as a more detailed timeline as a separate attachment. If an applicant chooses this approach, it is recommended that the applicant references in the narrative that a more detailed timeline is attached.

2) Is there a template or required format for the project/program timeline?

No, there is no required format. However, it is recommended that applicants submit a timeline or milestone chart for each purpose area they are applying for, encompassing the entire period of performance for the proposed project that indicates objectives and major tasks, assigns responsibility for each, and plots completion of each task by year and then by month or quarter for the duration of the award, using “Year 1,” “Month 1,” “Quarter 1,” etc., not calendar dates. Please see attached template for the recommended format.

3) What are the page limit requirements for the purpose area narratives?

The page limit requirement is 10 pages for all purpose areas except PA 3 and PA 10. The page limit requirement for PA 3 and PA 10 is 15 pages. Applicants should refer to the purpose area template for each purpose area they are applying to for the specific page limits and additional guidance on narrative length limits and requirements.
