Generally no. Unless your tribal code specifically prohibits it, re-doing Healing to Wellness Court should be fine. Generally, in a criminal context, Wellness Court should be available as an option if there is a new arrest/charge/conviction and the candidate is screened as still clinically and criminogenically eligible.
