As part of the notice and comment period the Bureau of Indian Affairs (BIA) is hosting a series of public hearings and consultations. The National Indian Child Welfare Association (NICWA) has prepared a sample comments leader for any ICWA advocate to use to send in their own comments.<br><br>The proposed ICWA rules represent a significant development in ICWA implementation and compliance.
