One of the questions we ask; "do you have the resources to offer assistance to the potential participant and/or family?" It is also up to your team to decide based on factors of type of abuse; physical sexual, emotional, neglect, endangerment. Also, what does your individual code say.

These are factors that programs take into consideration for qualifying factors.
