Just including a snippet from the NADCP conference resource that I found helpful. Feel free to email or call me individually if you would like to discuss in greater detail. TLPI has access to a number of participant handbook examples, explaining the consequences of diluted samples. The red section below notes possible sanctions:

The most common form of specimen tampering is sample dilution. You can’t intervene to change behavior if you don’t know a client has relapsed!
“Dilute” Result Interpretation:
■ negative or none detected results should never be
interpreted as indicating no drug use (abstinence),
because if, in fact, drugs were present, they
probably could not be detected by the test
■ positive drug test results from a dilute sample
however, are considered valid (donor was not able
to dilute the sample sufficiently to deceive the test)

■ verbal warning
■ community service
■ write paper on how the kidney works
■ increased surveillance (therapeutic
response)
■ loss of privileges
■ jail time

Dilutes & Therapeutic Goals
■ honesty - touchstone concept
■ dishonesty is a “learned behavior”
■ honesty - proximal goal
■ honesty - behavior that clients CAN and SHOULD
control
■ dilute samples represent an attempt to defraud the
court’s recovery goals
■ honesty should be a critical goal for phase
advancement
■ Do you want a client advancing who has not
mastered honesty?

Meghan,
Diluted UA’s are considered trying to cover the use up, so many times they are tested again.  Yet they must be monitored so they are not still diluting and making sure to wait awhile till the testing is not diluted.
Some courts and probation officers may count it as a dirty UA if the participant will not wait for another sample.  Not taking a UA may also be considered a Dirty UA.

All, Here is a some information, although I have not found hand-outs on this subject.  I’d guess that would be great to have, but I’m sure an informational sheet could be handed out on this topic from one the sites here.
One is a manual from SAMHSA and the other is an informational site.

Hello,

Does anyone have a handout about dilute UAs that you give to participants that you would be willing to share?  My team struggles with explaining dilutes to our participants.  I would love to have a written handout that could be provided to participants so they understand what they are and why they are important to sobriety.  I can write something up, but most of you have been at this longer than me and have more experience and knowledge than I do.
