EOP/ONDCP > Subject: [EXTERNAL] Rural Community Action Guide launched!!! Dear Friends and Colleagues, We are very excited to share that on Friday, the Administration released a new tool [whitehouse.gov] [%3ehttps]to assist rural community leaders in building an effective local response to the crisis of addiction, the Rural Community Action Guide: Building Stronger, Healthy Drug-Free Rural Communities [usda.gov] [%3ehttps]. The purpose of the Guide is to arm rural leaders with information they can put into immediate action to create change. It provides background information, recommended action steps, and promising practices to help manage the impact of substance use disorder on local communities and help persons with the disease of addiction. The topics are based on lessons learned from Department of Agriculture rural roundtable discussions held in over a dozen states, as well as the experiences of several rural stakeholder partners. At the launch, ONDCP Director, Jim Carroll was joined by the U.S. Department of Health and Human Services leadership: the Surgeon General, Dr. Jerome Adams; Admiral Brett Giroir, Assistance Secretary for Health; Dr. Elinore McCance-Katz, Assistance Secretary, SAMHSA; and, Brian LeClair, Deputy Administrator, HRSA. A diversity of partners (rural and urban) contributed to the work and attended the event including: Addiction Policy Forum, American Farm Bureau Federation, Appalachian Regional Commission, Center for Court Innovation, Community Anti-Drug Coalitions of America, Faces & Voices of Recovery, Housing Assistance Council, National Alliance for Recovery Residences, National Association of Counties, National Association of Development Organizations, National Farmers Union, National Rural Health Association, National Sheriff's Association, NORC Walsh Center for Rural Health Analysis, NTCA- The Rural Broadband Association, National Rural Transit Assistance Program, Pew Charitable Trusts, and the U.S. Department of Agriculture (National Institute of Food and Agriculture and the Center for Faith-Based and Neighborhood Partnerships). The guide complements both the Community Assessment Tool [opioidmisusetool.norc.org] [%3ehttps], which gives county specific data about deaths and factors which may make a community more vulnerable to addiction, and the Federal Rural Resources Guide [rd.usda.gov] [%3ehttps], which includes comprehensive information about different federal funds for rural communities impacted by addiction. The Guide also has a companion supplement, a listing of promising practices which you can find here: Rural Community Action Guide: Promising Practices. [usda.gov] [%3ehttps] Please share this resource with your stakeholders! We will be holding a series of rural roundtables to discuss the Guide. The first one will be held in Cape Girardeau, Missouri on February 19, 2020. Best! As you may know, drug residues in the body cause people to relapse. The residue stimulates the urge to use the drug(s) again. THC and other drugs are fat soluable, and the body stores these toxins in fat. Toxins like drug residues, heavy metals, pesticides, PCBs, and phthalates come out of the fatty later and right out in the sweat. Far infrared saunas with their lower temperature and penetrating heat are much more comfortable than traditional saunas. By clearing the body of drug residue at a deep level physically, we can help people to feel better and choose sobriety. Regular use of a far infrared sauna should be part of the recovery treatment plan for everyone. Tribes should consider purchasing and promoting this kind of sauna to help people recover and get healthier. Traditional steam saunas are also useful, but they operate at much higher temperatures around 180 degrees F, and they do not offer the additional benefits of far infrared sauna. Vitamin B3, niacin, can increase the effectiveness of saunas to detoxify the body. It is recommended that persons regularly using saunas increase their daily intake of magnesium, potassium, and zinc because these will be released in sweat along with the toxins. Thank-you for your consideration. http://www.reflections-wellness.massagetherapy.com/hl-addiction-recovery-july2011.pdf https://www.sophiahi.com/effective-sauna-use-for-detoxification/ https://www.globalhealingcenter.com/natural-health/health-benefits-of-far-infrared-therapy/ Jeff Maupin, tribal member P.O. TLPI has access to a number of participant handbook examples, explaining the consequences of diluted samples. The red section below notes possible sanctions: The most common form of specimen tampering is sample dilution. You can?t intervene to change behavior if you don?t know a client has relapsed! ?Dilute? Result Interpretation: ? negative or none detected results should never be interpreted as indicating no drug use (abstinence), because if, in fact, drugs were present, they probably could not be detected by the test ? positive drug test results from a dilute sample however, are considered valid (donor was not able to dilute the sample sufficiently to deceive the test) ?Sanctions? ? verbal warning ? community service ? write paper on how the kidney works ? increased surveillance (therapeutic response) ? loss of privileges ? jail time Dilutes & Therapeutic Goals ? honesty - touchstone concept ? dishonesty is a ?learned behavior? ? honesty - proximal goal ? honesty - behavior that clients CAN and SHOULD control ? dilute samples represent an attempt to defraud the court?s recovery goals ? honesty should be a critical goal for phase advancement ? Do you want a client advancing who has not mastered honesty? _________________________________________ Jordan Martinson, Tribal Law and Policy Specialist Tribal Law & Policy Institute 8235 Santa Monica Blvd., Suite 211 West Hollywood, CA 90046 (323) 650-5467 ~ Fax: (323) 650-8149 Email: jordanm at tlpi.org _________________________________________? Providing information regarding diluted drug test during orientation to HTWC. Also, if the participant has a diluted drug test; having the participant research & (possibly) presentation on how a diluted drug test occurs. It speaks to the "graduated sanctions" concept of HTWC/Drug Courts. So the next time (if there is a next time) the participant should not claim that they didn't know what or why a diluted sample occurred. I provide support to the Ashland Wisconsin /Wellness & Recovery Court/ that serves primarily Ojibwe individuals in northern WI.? We have enhanced the long-running county drug court to create a Wellness Court hybrid by incorporating the Wellness Court 10 Key Components and traditional teachings. A question for all of you out there....do any of you smudge as a group/team at the beginning of court hearings?? If so, how do you handle the non-smoking rules for public buildings?? We live in a climate where going outside isn't always practical.? I'm aware that some smudge with water instead.....do any of you do that?? We are trying to determine if this is feasible or if there are alternatives to help get everyone focused and in the right mindset for the hearing discussions.? We have a participant do an opening for the hearings to start in a good way, but are looking to enhance that. Any help will be appreciated. Thank you, Kit -- ******************************** Kit R. We also often start with a reading from one of the seven Grandfather teachings.? We don?t consider a smudge, smoking and therefore don?t consider it a violation of the no smoking rules in the public courthouse.? However, we are on Tribal land and that may make a significant difference. The data coming out of the BIA?s Reduction in Recidivism Initiative shows that culture and community are the number one protective factor for Tribal Members in recovery.? At Penobscot we do sweats, sweetgrass picking, drum making, dreamcatcher making, etc. with the participants.? When they commence from the program we do a drum ceremony for the participant along with a commencement meal.? If you ever want to bat around ideas, I can put you in touch with our cultural advisors.? Also, if you have any ideas, we are always looking for new means of reaching our participants. It sounds great what you are trying to do.? Good luck with it all!! Kind Regards, Hon. Eric M. We share similar ancestors with the Ojibwe. We?ve also opened with a reading of the Seven Values or something similar. Individuals who are uncomfortable with the spiritual aspect can step out until that part?s over. We did have the smoke alarm in our community center go off twice so that is something to consider. It?s not really smoking (which I think applies to cigarettes, cigars, etc.) I wonder if an argument could be made that it?s an infringement on the right to religious exercise to ban the smudging completely (it?s not the least infringing approach). Maybe your County attorney could advise you on that. Hope this helps. Jill E.
