Treatment courts around the nation have been developing unique programs and tracks that address the specific needs and interests of women involved in the criminal justice system. These programs acknowledge that women’s treatment needs are often different than those for men and as such, they should be provided with gender-responsive treatment to facilitate their recovery. Gender-responsivity includes addressing such issues as trauma, children and family involvement, utilizing screening tools that have been validated for women, and a host of other topics. While the numbers of female participants in treatment courts remains lower than that of their male counterparts, there is nevertheless a need to effectively support the women currently in these programs and create environments conducive to engaging more women.

The National Drug Court Resource Center, housed in the Justice Programs Office at American University, will conduct an interactive webinar session entitled Women in Treatment Courts on Wednesday, February 22, 2017 from 1:00 PM to 2:30 PM Eastern. This webinar will be presented by the Honorable William G. Schma, formerly of the Kalamazoo County Circuit Court, and Ms. Valerie Moore, an expert on treatment courts and a founding member of the Portland, Oregon drug treatment court program.
This webinar will cover:

  *   Background on the history and development of gender-specific courts
  *   Role of the judge in gender-specific courts
  *   Gender differences in criminal and psychological behavior
  *   Screening tools for women
  *   Strategies for working with women in treatment courts: sanctions and incentives, family involvement, trauma-informed approach, gender-responsive treatment, community involvement and aftercare

Hon. William G. Schma served as Kalamazoo County Circuit Court Judge from his initial appointment in 1987 until his retirement in 2007. He has lectured, published articles and law reviews, and made numerous presentations on substance abuse and criminal justice, drug treatment courts, and Therapeutic Jurisprudence. Judge Schma presided over the Kalamazoo County Drug Treatment Court Program and specifically the Women’s Drug Court in Kalamazoo from 1991 to 1997. Kalamazoo continues to provide gender-specific adult drug treatment courts to this day. Judge Schma is a founding member of the National Association for Drug Court Professionals and served as the first President of the Michigan Association of Drug Court Professionals.

Valerie Moore has been working with drug treatment courts since their inception. She collaborated with Multnomah County’s District Attorney, Public Defender and Circuit Court judge to design and implement the treatment, ancillary services and evaluation component of Portland Oregon’s STOP program, which was one of the first comprehensive drug treatment court programs in the country. Valerie founded and served as Executive Director of InAct, the treatment agency for STOP, from 1992-2008, overseeing and continually enhancing multi-pronged support services for the program, including substance abuse and mental health treatment, drug testing, educational development, housing, employment, and medical services. She was a founding member of the Oregon Drug Court Association.
